NCLAWater National Legislation Proposal

A working group to draft national legislation formed and began work in Detroit in May 2015 and formed NCLAWater. NCLAWater has commissioned a draft proposal by water and utilities expert Mr. Roger Colton, of Fisher, Sheehan & Colton. Mr. Colton specializes in creative utilities program design and implementation including regulatory economics, energy efficiency, utility law and economics for water/sewage affordability plans. H.R. 4542 Low Income Sewer and Water Assistance Program Act of 2016
This bill establishes a pilot program for 10 eligible entities to implement low income sanitation services access.

H.R. 4468 Water Infrastructure Trust Fund Act of 2016
This bill amends the Internal Revenue Code to establish in the Treasury a Water Infrastructure Investment Trust Fund and appropriates to it amounts equivalent to the fees received in the Treasury before January 1, 2022, under this Act.

H.R. 4479 Families of Flint Act of 2016
This bill provides emergency assistance to replace lead service lines, medical services to families affected by lead poisoning and other emergency services.
